Hi,
i am testing the cyberseo plugin on my test-sit.
Now I will use it in production but I cannot activate it because its activated on the test-site.
If i uninstall it on the testsite nothing changes.
How can i switch it from testsite to my production-site?

You can buy the unlimited license. There is no other way to just switch it from one site to another if you have a single site license.

Ok, you want to say me that i have bought an not working plugin (where everything else is working), which i have installed on an test-site to look for the possible functionality and i cannot delete the activation, delete the test site and use it one the real production site?
Sorry, that's absolutely not user friendly.
Its absolutely usual that one can switch licenses from a deleted site to another ...
I will definitely not buy any additional license.

I do not understand that you mean on "non-working". Is there something wrong with its functionality?
And yes, you can not just uninstall it from one site, then install it again at other site and so on till a thousand of sites will be filled with the content. You should understand that is impossible. You need to order the unlimited license to do that.
