No, you can not move the license to another site once it was activated and used. It's written here: https://www.cyberseo.net/tos/

and here: https://www.cyberseo.net/prices/

You should treat the CyberSEO Pro license the same way as your Microsoft Windows license. It can be installed sold to someone along with your site etc, but it can't be moved from there.
