Perhaps you are using a Full Text RSS script. It’s a 3rd-party code which I have no control over. It’s not even a part of CyberSEO and, as described in the manual, it used as a stand-alone service.

It’s happening on feeds that aren’t using the full text scraping script.  

In thi case I would suggest you to enable the “UTF-8 encoding” option. Also can I look at the feed’s URL? Perhaps there is a broken encoding.

True, because it may run a different way on different operating systems and different versions of PHP. The function was mainly created for PHP 5.
